December greetings to all!  On behalf of the Board of Directors, I wish for a Happy Holiday Season for each of you and your familes.  Much has transpired in the early weeks of the current Board of Directors, some good and some not so good.  Trying to conduct Board business has been an arduous and all to time-consuming task, but I am glad to report that by staying the course of proper procedure, issues that need to be addressed are being properly dealt with.
<p>I am saddened to report the recent resignation of Board of Director Don McRoberts.  Don has done an outstanding job for this Board and Association in the last year and I applaud and thank him for his dilignence and thoroughness.  Good Luck to you, Don!  I hope you will be able to continue to assist us by serving on Committees that deserve your expertise!
<p>A lot of Committees have been organized and that is an encouraging sign.  It is heartening to see members getting interested in how the Association is operating and willing to provide suggestions and recommendations that will, hopefully, benefit us all.  Members are always encouraged to participate on Committees that are formed to provide a basis of input.  If you are willing to spend a little time and effort to ensure the Membership is informed and satisfied that their dues are spent prudently on necessary expenses YOUR Club, then by all means, contact us to put your name of the Committee (of your choice) roster.
<p>The current fiscal year presents some difficult program financing challenges -- some of which are addressed in the Trower Report, which is currently being updated.  The Board is charged with the responsibility to ensure the Club facilities are maintained properly for the use and enjoyment of the Membership.  This entails programming future projects using our Reserve Account, the amount of money that the dues increase of "95 was to have created.  As many of you are aware, there was financial deficit in the early "90's.  The amount of dues collected were $180 per household which left little to plan for future repair/replacement.  Thanks to Membership approval of dues increase to $240 per household, we have been able to: get out of the operating in the red; replace the worn tennis courts and equipment; upgrade pool chemical and heater systems and tiles; replace 1/3 of the perimeter fence and provide much-needed storage; resurface the front parking area; keep up with inflationary costs of maintenance and labor cost; provide a myriad of new activities to enjoy; and have enough to set aside for the Reserve Account.  As progressive as this may seem, the challenge is to continue to address current projects: resurfacing the back parking lot and designing a new garbage bin enclosure; deal with the condition of the Main Hall structure (major termite infestation!); and still maintain and increasing Reserve Account for future projects, including: completion of the remainder of perimeter fencing; replastering of the main pool and spa; remodeling the Main Hall Kitchen, bathrooms and Pool bathrooms.
<p>As you can see, your club dues have gone far to ensure YOUR Club is kept up sufficiently for YOUR use and enjoyment.  Proper budgeting has been the key to keeping us on track!  The Board of Directors has been judicious in spending available monies appropriately.  Please support YOUR Board's efforts to continue to spend YOUR dues monies on programs and projects that help make Rancho Santa Teresa Swim & Racquet Club the most enjoyable Cabana around.

<P><B>Dear Rancho Santa Teresa Swim and racquet Club home Owners,</B>
<P>This statement is written to counter some misconceptions that have resulted from a flyer circulating in the Club area. There is NO missing $200,000 from the Club accounts and there IS accountability for ALL moneys taken in and paid out of the Club's accounts. A Cash Flow Statement is created and presented every month at the Club Board Meeting that details all the year-to-date income and expenses for the Club. This Cash Flow Statement has been published in the Club Bulletin from time to time and is always available to any member upon request. A Balance Sheet showing the Club's assets and liabilities as of the end of the fiscal year (12/31) is presented at  the Club's Spring meetings. This document is also available to any Club member upon request. The Club records are reviewed on a monthly basis.
<p>To imply that Club money is missing or unaccounted for is in error and implies that the Board members or employees might be involved in some kind of cover-up. The Club's records, other than Personnel Records and Individual Homeowners Account Records, are available for viewing by any Club member after making arrangements with the Club Board President. To insure the integrity of the databases, direct access can only be done by authorized persons. If you have any questions, bring them to the Club Board meetings and Board members will be happy to answer them. If your questions cannot be answered for you immediately, a search will be made to find the information.

<p><B><U><FONT size=5 >Troop 227 Scouting News</FONT></U></B></center>
<p>On behalf of Troop 227, I would like to wish everyone the happiest of holidays.  Troop 227 got into the holiday spirit during November with the annual Scouting for Food drive.  The boys collected canned goods which were delivered to the Second Harvest Food Bank prior to Thanksgiving.
<p>On December 9th we will be holding our final Court of Honor of 1999.  We will be recognizing the boys for their individual accomplishments during the fourth quarter of 1999.  At this meeting we well also be collecting toys for Toys for Tots.  Serving the community is a vital part of Scouting.
<p>Troop 227 meets at the club on Thursday evenings from 7:00 to 8:30 PM.  We encourage boys between the ages of 11 (10 1/2 if bridging from Cub Scouts) and 17 to visit during a meeting and see what we're all about.  We have an exciting program which promises to be filled with fun and adventure, as well as learning life skills and good citizenship.  Scouting is committed to provide a safe, wholesome environment for boys.

<p><B><U><FONT size=5 >Tulare Hill Calpine/Metcalf Power Plant Siting:  12/99 Update</FONT></U></B></center></p>
<P>FELLOW CLUB MEMBERS,
<p>Earlier in November we has our first opportunity to explain our opposition to the proposed siting to the San Jose City Council.  The occasion was the City Council's consideration of the re-zoning request by Calpine.  The agenda indicated that the City Council would only decide on whether to defer the re-zoning decision to a later date or make the decision immediately.  The deferral decision was necessary because the Environmental Impact Report (EIR) that the Council was waiting for (from the California Energy Commission - CEC) would not be ready in time for the Council to include in its decision.  The EIR was to be issued by the CEC in December, but Calpine had not yet completed filing additional data requested by the CEC.  This convoluted decision path was made necessary by the City Council's decision to accept the EIR from the CEC, rather than generating its own.  This glimpse into our local political process explains a lot of things, including why the City Council is even considering this proposal, rather than just responding to the obvious conflict to its long-standing General Plan for the Coyote Valley, and the obvious threat to our community's health and welfare.  To categorically deny this re-zoning request without an effort to gather the "pro's and con's" (some of which were discussed in previous Updates) would place the City Council in a vulnerable legal position should one of the parties (Calpine or the CEC) decide to challenge the Council's decision.  While this may sound like a rationalization for their decision, we have to believe that the City Council is sensitive to our concerns and is listening to our objections.
<p>Before their decision, members of the general public were permitted the opportunity to speak.  Credit should be given to the South San Jose Action Committee for enlisting the attendance of a standing-room-only crowd.  From the outset, the City Council could see that the public's objections in this issue were well reasoned and well informed.  Statements against the siting ranged from providing evidence countering the may half-truths published by Calpine to demanding that the Council fulfill its obligation to protect the health and welfare of the may children who like and attend school within a three mike radius of the site.  Forty-five people spoke only three in favor of the siting.  One was the VP of Projects at Calpine, and the others spoke form the perspective of how important power plants are.  None recognized that the overwhelming majority of attendees did not object to power plants as such, but to the notion that the power plant must be located at Tulare Hills (to benefit of Calpine, not the residents of south San Jose).  The fact is that the plant can be located anywhere along the power grid (even in remote locations-such as is the case with the Moss Landing plant, or in place of existing, older plants-such as Calpine's Gilroy plant) and still satisfy all of the issues in favor of its construction.  All indications from the meeting suggesting that the City Council is listening to us, but only time and our persistence will tell.  The bottom line from the meeting is that the re-zoning decision was postponed until July or August of next year.  For the concerned members of our club this means two things: 1. We have a little more time to implement our plan of action, and; 2. We have more time to enlist your help in what is developing into a long-term effort. The reason we cancel is to avoid taking huge losses, such as caterer fees, entertainment, etc., if we have a poor turn out.  All the cost is for you the homeowners if we continue with the event and we do not have enough participation to offset the cost.
