January 2000 greetings to all! I wish for your New Year twelve months of pleasantries and few disappointments.  Any Y2K problems out there?  As I write this article (way before the end of the month!), I am reminded that no one really knows what will happen and what types of problems might occur.  So much of our lives is dependent on computer operations and all systems have internal time clocks that may or may not recognize the numeric year 2000.  As you receive and read this issue, you may be reading it by campfire light and cursing the darkness or by regular lamplight, wondering what the hoopla was all about!  Three months into the new Board's seating and, unfortunately, not much as been accomplished.  Not that we haven't tried!  We have just not had the proper amount of time to address all the pertinent issues and make decisions for their direction.  I am determined that, with the New Year, we will have a better handle on the process and sift the chaff from the wheat!  Several issues that have been plaguing the Board will hopefully be resolved soon, so that there will be a clearer understanding of what, where, when and how the Board should perform its duties.  As Board President, it is my duty to ensure that all actions of the Board are legally and financially sound and accountable to the Club Membership.  Jack Winchester is working extra hard to bring himself up-to-speed, as the newly appointed Board of Director Treasurer, but the Board of Directors has utmost confidence in his ability and desire to do the best job possible.

<p>January to the Board means that we will be receiving the Fiscal/Calendar Year Financial Balance Sheet and be able to really get into establishing the Operating Budget for this year.  We have several issues to resolve and fund and the process will be carefully scrutinized, I'm sure.  The updated Trower Reserve Study will provide guidance to the process in identifying those areas of the Club that need scheduled replacement, as well as providing scheduled funding for future replacement costs.  It is hoped that we will still be able to address the paving of the main parking lot with trash bin enclosure, completing or perimeter fencing, and other outstanding projects.

<p>Congratulations, to all the winners of our December 1999 house lighting competition.  Winners will receive an additional Guest Pass, good for 12 visits to the Club this season.  There were many households that were very imaginative and inspiring.  Although, at this writing, the New Year's Gala has not occurred, I'm certain that Angie Cordoza has planned another successful and wonderful evening for those in attendance.  The Board of Directors extends its condolences for the recent passing of Angie Cordoza's father in December.  Mournful events help us remember that Life is tenuous, at best, and we should cleave hard to it and enjoy each other's company while we can.

<p>ATTENTION, NEIGHBORS - I have been contacted by some of you that there are certain individuals visiting door-to-door with a petition to consider SELLING THE CLUB!  Please take note - THE BOARD OF DIRECTORS HAS NOT SANCTIONED THIS PETITION!  If approached, please take the time to evaluate and consider the facts (apparently, there are some strong misconceptions being presented!) and then consider the source of the drive!  All that really should be considered is whether YOU feel the existence of the Club has benefited your family and has kept the value of your home higher than the surrounding neighborhoods!  The Board appreciates the help many of you have provided in the different areas of Board responsibilities and interests.  Please continue to provide input and assistance because that's what progress is -- community involvement that benefits us all! <P><B>Dear Rancho Santa Teresa Swim and racquet Club home Owners,</B>
<P>This statement is written to counter some misconceptions that have resulted from a flyer circulating in the Club area. There is NO missing $200,000 from the Club accounts and there IS accountability for ALL moneys taken in and paid out of the Club's accounts. A Cash Flow Statement is created and presented every month at the Club Board Meeting that details all the year-to-date income and expenses for the Club. This Cash Flow Statement has been published in the Club Bulletin from time to time and is always available to any member upon request. A Balance Sheet showing the Club's assets and liabilities as of the end of the fiscal year (12/31) is presented at  the Club's Spring meetings. This document is also available to any Club member upon request. The Club records are reviewed on a monthly basis.
<p>To imply that Club money is missing or unaccounted for is in error and implies that the Board members or employees might be involved in some kind of cover-up. The Club's records, other than Personnel Records and Individual Homeowners Account Records, are available for viewing by any Club member after making arrangements with the Club Board President. To insure the integrity of the databases, direct access can only be done by authorized persons. If you have any questions, bring them to the Club Board meetings and Board members will be happy to answer them. If your questions cannot be answered for you immediately, a search will be made to find the information.

<p><B><U><FONT size=5 >Troop 227 Scouting News</FONT></U></B></center>
<p>The scouts and leaders of Troop 227 would like to wish everyone a Happy New Year.  December was focused on giving to the community, scout recognition, a Christmas Party, and vacation for the boys.  In December the troop made a substantial donation to the Second Harvest Food Bank and provided <i>Toys for Tots</i> with a barrel full of toys.<br>
January is here and we are back to our monthly camp outs.   This month we will go to Henry Coe State Park.  It's close but still offers the opportunity to be outdoors.  Sometimes its hard to believe it is lessa than an hour from our homes.  The theme for January is Indian Lore.   The boys will get a chance to learn about Native American culture and life style.  In February we will have our annual snow trek.  More about that next month.<br>
Troop 227 meets at the club on Thursday evenings from 7:00 to 8:30 PM.  We encourage boys between the ages of 11 (10 1/2 if bridging from Cub Scouts) an 17 to visit during a meeting and see what we're all about.  We have an exciting program which promises to be filled with fun and adventure, as well as learning life skills and good citizenship.  Scouting is committed to provide a safe, wholesome environment for boys.

<p><B><U><FONT size=5 >Tulare Hill Calpine/Metcalf Power Plant Siting:  12/99 Update</FONT></U></B></center></p>
<P><b>FELLOW CLUB MEMBERS,</b>
<p>The approval process, as governed by the California Energy Commission (CEC), occurs in several phases, with public participation in all of them.  The most important phase, however, begins with the evidentiary phase.  In this segment of the approval process, the CEC hears evidence from the applicant (Calpine) as to why it should allow the certification of the plant according to questions the CEC itself has raised.  Other voices may be heard, but only those who have petitioned and been approved by the CEC to become "intervenors" may enter evidence into the hearings and have that evidence considered in the course of the approval decision.
<p>The RST committee has generated significant evidence that the quality of life in the Coyote Valley and surrounding neighborhoods will be significantly impacted by the siting of the power plant anywhere in our community.  In order for this evidence to receive its due attention by the decision-making authorities (including the San Jose City Council), it is clear to us that we must file as intervenors, and this must be done as the Rancho Santa Teresa Swim and Racquet Club.  Accordingly, the Board of Directors has unanimously authorized the filling of the necessary petition papers and our formal status as intervenors is expected to be approved shortly.  Speaking as one voice, our community of 761 families carries significant weight in this matter.
<p>As this update is going to "press", two significant meeting will be occurring.  The first is the Alternative Site consideration by the CEC.  In the most recent communication, the CEC has identified four alternative sites that meet the project criteria as outlined by the Calpine application.  Two sites are near each other in northern San Jose in an area zoned for light industry, north of Highway 237.  Another is in Fremont in an industrial area north of Grimmer Road, and the fourth is in unincorporated Alameda County, on grazing land south of I-680 and east of Andrade Road.  Another site is also under consideration in Fremont.  In addition, the CEC staff has stated that a site designated as "B" in the Calpine application, in the area south of IBM on Bailey Road, also qualifies for further investigation.  For our community, this site is just as bad as the Tulare Hills site, so we must maintain our vigilance.
<p>The second significant meeting occurs the following day when the CEC commissioners meet to evaluate the schedule and the need to extend the allotted evaluation time.  It is in response to the delay in Calpine's answers to the questions raised by the CEC staff.  The CEC, however, has the legislated authority to rule on the application as it stands, without permitting any more time, as Calpine has exceeded its allotted time for a response.  The Santa Teresa Citizen Action Group and the Californians for Renewable Energy have jointly filed a joint motion to deny the application because the applicant has created an "...unreasonable delay in meeting requests."  As intervenors we will soon add our voices to the rising tide of citizen opposition.
<p>As always, we need your help.
