you can do what is called a wellness check on the family first to make sue thee is no drugs or behavior that is harmful for the kids that live in the home. You do not have to give them your name - just call the none emergency police number and tell them you would like a wellness check done at address xyz and concerned about the elderly women and she does not and has not looked well and you are also concerned with the saftey of the kids.

The next step is to call social services and explain the situation that you have seen drug activity and children that are being neglegted

Keep in mind they may want to blow you off if so please ask them there full name and title - and let them no if anything happnds to the kids you then will know who to refer to. Keep you documentation
