In today's San Jose Mercury News:

"The plant is a nearly identical to the controversial 600-megawatt Metcalf power plant in San Jose's Coyote Valley. But unlike the Metcalf project, which prompted stiff opposition from nearby residents, the Russell City plant will be located in an industrial area of Hayward."

The plant, which the state energy commission approved for construction 25miles south of San Francisco in Hayward, was dubbed "necessary" to improve regional energy reliability by Gov. Gray Davis Wednesday. Calpine agreed, but along run of low wholesale electricity prices has made the company cautious about new construction, said Calpine spokesman Kent Robertson. "We're not moving into new construction of plants without power purchasing contracts. Russell City is no different," Mr. Robertson said. "Current marketconditions are an obstacle to construction at this time."

How about taking the MEC funds, if there are any, and spending them on the Russell City plant! Seems like the energy producers made a bundle as they pushed PG&E into bankruptcy, and now they cannot build plants because they cannot sign long term contracts and borrow money against them because PG&E is bankrupt. Of course you and I will be bailing out and resurrecting the golden goose very soon to give the Independent Energy Producers another chance to rape and pillage the goose and Coyote Valley too.
