Although I live in Mesa, AZ while I was out of town for seven weeks recently and on return found used portable buildings had been moved into the lot behind my house. These are for juvenile corrections boys 12 to 18 years old from the justice system that the public schools will not accept. 70-80 boys will attend class in these portables and 20 are on site in residence overnight. This is in a 30 year old neighborhood of custom built homes. The City of Mesa and Mesa Prehab say since it is a school in AZ they can do any thing they want. The City only has design review for infrastructure yet the city ordinances say a renovation or development into a neighborhood it has to be consistent with the neighborhood environment, which it certainly isn't, brick and mortar homes versus temporary portables.

With your experience, could you give me some guidelines to combat this. This will affect the property values of 30 to 40 existing homes. We do have a block watch committee meeting with the City and Mesa Prehab but it is nothing more than a show to steamroller this into being. The city is telling us only what they want us to know.
